Notice of Upgraded Registration System

 

To regulate internet information service and promote the healthy development of this sector, Ministry of Industry and Information Technology requires that “anyone who engages in internet information service shall carry out registration procedures. Operating permits must also be obtained if providing commercial internet information services. All internet information services that operate news, publishing, education, medical and health care, medicine and medical equipment, culture, radio, film, and television programs, shall be examined and approved by the relevant responsible agencies before registration. Internet service provider is prohibited from providing internet access service if these standards are not met.” CNLink strictly follows “register first, access later" principle and verifies the eligibility of each customer. Services of those who fail to meet the requirements will be disconnected.

 

On July 5, 2010, the Ministry of Industry and Information Technology (MIIT) completed the upgrading of the registration record management system. Compared with original registration procedures, significant changes have been made as follows:

 

● The MIIT new website "ICP/IP address/domain name registration management system" is www.miitbeian.gov.cn. Website owner is no longer able to register or login on this page. As CNLink internet access customers, all website registration work (including submission, modification, change, and adding of registration information) will be taken care of by our registration specialist.


● In accordance with MIIT Regulation on Telecommunications [2010] No. 64, after July 5 2010, all internet access providers must perform the following before submitting website registration information to Administration of Communication: notify person in charge of the website to appear at ISP registration office, verify and retain a valid ID copy of the website owner, review the website entity, contact and access information, take and document a full-face color photo of the person in charge of the website, and upload the photo to the presiding Administration of Communication.


● For registration information submitted before July 5, 2010, all internet access providers must complete a "face to face re-verification" before the end of September 2010, take and document full-face color photo of the person in charge, and upload the photo to the presiding Administration of Communication.
